Intel Compilers are available for personal and self-managed computers, for various non-commercial uses. For details see Intel's Free Software Tools page.

On DICE Ubuntu (22.04 Jammy and 24.04 Noble) machines, Intel MKL 2020.4 is provided as a standard Ubuntu package.

Additionally, Intel publish oneAPI container images for use with Docker and Singularity.
